The clear fleck at the pitch of b in the chord on the 2nd crotchet of the bar is probably simply an ink blot. This note is absent in all the remaining sources; it is also absent in all the sources in the remaining three analogous places (bars 19, 51 and 59).

The GE version with a three-note chord in the 2nd L.H. crotchet is most probably a mistake by the engraver, who saw a note in the small protrusion of this crotchet's stem. Admittedly, notes on ledger lines can be barely visible (or not at all), but in the case of chords, it concerns the outermost notes – Fontana would mark the vast majority of inner notes in a clear manner. The absence of this c1 is strongly supported by the FE (→EE) version, compliant with the text of all sources in three remaining, analogous bars 20, 52 and 60.

The missing g in the 2nd L.H. crotchet most probably resulted from an oversight or unclear notation in [A] – the note was almost certainly added in FC, which is indicated by the stem of this chord, which is too short. There are no reasons to differentiate between bars 21 and 29. There is a similar situation in bar 61.

Most probably, the  mark is not placed in accordance with Chopin's intention both in FC (too late) and FE (too early). According to us, the correct text appears in FE in analogous bar 62, and this is the version we suggest in the main text also here.
