The indication in A is written only before the semiquaver, hence after the 1st chord in the bar. It is compliant with indications of Morch and it is most probably compatible with Chopin's intention. Moving the sign to the beginning of the bar is almost certainly an arbitrary decision of the engraver of GE, by the way justified, since some of Chopin indications placed in a similar way are to be interpreted as valid exactly from the beginning of the bar.
