Omission of the staccato dots in the L.H. in the 2nd half of bar 70 is certainly an oversight of the engraver of FE (→GE1). The first two quavers in the L.H. in bar 71 do not have dots also in A, which is probably related to the graphical layout, in which the part of the R.H. is also entirely written on the bottom stave.
