Our alternative suggestion

..

There are no doubts that the  sign written in A marks also an accent, emphasising the beginning of an enhanced variant of the phrase heard two bars earlier. Therefore, we suggest an alternative interpretation of this sign as a long accent.

b. 207

composition: Op. 21, Concerto in F minor, Mvt I

Dots & long accent in A

Short accent in GE1 & EE2 (→EE3)

No marks in FE (→EE1)

Dots & short accent in GE2

..

Missing dots in the majority of the editions are a result of inaccuracy of the engraver of GE1 (→FEEE). The signs were added in GE2. Moreover, in GE the accent was reproduced as short, whereas in FE (→EE1) it was completely overlooked.

The missing slur and dots, marking the articulation of the chords, are most probably an oversight of the engraver of GE1.
