The lack of b1 results most probably from misunderstanding the notation of A by the engraver of FE.

A (→GC,FE1→FE2) has no  raising c1 to c1 in the L.H. The patent Chopin's oversight was corrected in EE, FE3 and GE.
In A (→GC,FE), in the 2nd half of the bar there is an unnecessarily repeated  before c2. The accidental was necessary in the manuscripts because the line ends in the middle of the bar. It was omitted in EE and GE.

Visible in A are deletions of octaves forming a motif as in bar 149 or 151. Chopin presumably made a mistake by thinking too far ahead.

In A (→GC,FE) the  raising c2 to c2 is only written before the 8th semiquaver. The accidental before the 2nd semiquaver was added in EE and GE, but only EE removed the then superfluous  in the 2nd half of the bar.
