In FE (→GE1GE1aGE2,→EE2EE3) there is no change of pedal at the transition between bars 51-52. The comparison with analogous bars 3-4 proves the engraver's error or maybe an error of Chopin himself. In the remaining editions or impressions the missing indications were added.

Lack of lower octaves in CLI is almost certainly a result of the copyist's error – the octaves are there both in the previous and in the next bars. In FE (→EE) the octaves are written in an abbreviated form with the use of the sign.
