CLI has by mistake an on the 3rd beat of the bar. Probably it was similar also at the beginning of the bar, yet in this situation the copyist realised the mistake and corrected the erroneous note.

Chopin added a cautionary  before a1 still in the handwritten base text for FE (→GE,EE). In the situation in which the opening phrase of the Etude appears already for the third time, written from a new line of the text, the sign seems to be superfluous.
