We consider it simplified due to graphical reasons (perhaps by the engraver); in the main text, we suggest a slur encompassing the entire accompanying figure, modelled on the previous bars.

In A, Chopin applied the same articulation markings system concerning L.H. crotchets as in b. 9 and subsequent – slurs over dots are present only in cases where there are no crotchets in the R.H. part (it was a thought-out system – in b. 99 Chopin removed the L.H. slur, which he considered superfluous due to a slur being present in the R.H.). The slurs added – most probably by Chopin – in the stage of proofreading FE (→GE,EE) prove that the composer was striving for precise and homogenised articulation markings concerning the crotchets in the accompaniment.

In A, Chopin initially wrote a shorter slur, encompassing only the quaver figure in b. 100. The slur, written under the notes, was then removed and replaced with a longer one, over the notes.

The change of slurring in these and the next bars must be coming from Chopin. According to us, the aim was to replace the shorter slurs of A with longer ones, which, however, was marked or implemented inaccurately in the discussed bars, hence the second of the original slurs (supposed to be removed) was left untouched. A similar phenomenon is to be found in, e.g. the Concerto in E minor, Op. 11, III mov., b. 179-181. In Chopin's autographs, one can find numerous examples for prolonging or combining initially written shorter slurs, e.g. in b. 112-114 of the Ballade, in the Mazurka in A major, Op. 24 No. 3, b. 7-8 or in the Prelude in D minor, Op. 28 No. 24, b. 30-35.
