Differentiating between the two types of accents in Chopin's manuscripts is not always easy. The composer decided on their length (and sometimes also width, or even line thickness) instinctively, so "borderline" cases do happen between long and short accents and between long accents and diminuendo hairpins.
In this particular instance, reference can be made to the accents in the last line of that page in A (bars 13 and 15), all of them considerably smaller than those discussed here.
