No pedalling on the 4th beat of the bar is most probably a result of Chopin's distraction – the notation of pedalling stops in A on the sign in the middle of the bar, perhaps due to lack of ink; after returning to writing, the composer could have been occupied with another issue. In a very similar context in bar 20, the pedalling – pedal on each beat of the bar – is written in the entire bar. The addition of in GE1 (→FE→EE) is probably a routine revision – it is hard to imagine that, when adding pedalling, Chopin would have overlooked the accented chord on the 4th beat of the bar.
