In the 1st half of bar 75 Chopin probably considered staccato dots written under the part of the R.H. to be valid also in the left. In the 2nd half of bar 74, omission of the majority of dots in the L.H. in FE is almost certainly a mistake; the only printed dot (over c) was probably removed in GE1.
