According to us, although Chopin would often use dominant chords with a lowered fifth, the missing 
raising d to d
here is most probably an oversight. Chopin corrected it in FE1, but only the second time this place appears, i.e. in b. 67. Therefore, in the discussed bar we follow the most probably correctly supplemented version of FE2 and EE.
