The  asterisk under the last quaver in the bar is probably Chopin's mistake. In the next bar a  mark, entered into A also under the last quaver, was later crossed out and put under the 3rd quaver, as it is in all the remaining bars of this progression (b. 33-35 and 38).
According to us, Chopin probably wanted to introduce longer pedals for them to correspond with the advancing crescendo; however, he eventually gave up this idea and left the mark in the discussed bar by inadvertence.
