The missing staccato dot over the f4 quaver is an oversight of the engraver of GE, and the second one added over the L.H. quaver – a revision of EE (in such type of texture Chopin would often regard the articulation markings – dots, slurs – written over the R.H. part as applying to both parts).

The omission of the  mark at the end of the Prelude is quite frequently encountered in Chopin's pieces and almost certainly not accidental – cf. the ending of the Prelude No. 7 in A Major. The mark added in EE is therefore certainly inauthentic and inconsistent with Chopin's intention.
