The version of FE (→EE,GE1→GE2) may be inaccurate – neither in analogous bar 24 nor in the two remaining places in which Chopin used rests in the main theme of this movement of the Concerto (bar 38 and 54) the rest is encompassed with a slur. Therefore, we may be dealing with a mistake or a remaining element of the original version – cf. the 1st movement of the Concerto, bar 197. Therefore, the shortened slur of GE3 may be considered a justified attempt to reproduce the notation of [A].
