In bar 1 ff. the L.H. legato should be most probably understood as "harmonic legato" (fingers sustain components of harmonies). This will enable the fundamental note to be held at the change of pedal, e.g. in bars 3-4:
A similar execution is recommended in all places where C, the basis of harmony, occurs before the change of pedal.
