The missing dynamic hairpins in EE is rather an oversight of the copyist or engraver, as the signs were written in A (→GE) and included in FE.

None of the sources which were, directly or indirectly, based on A reproduce precisely the range of the  hairpins. In the main text, we faithfully adhere to the notation of A, in spite of the fact that beginning the crescendo only at the beginning of bar 25, where a new slur starts, may seem to be more natural. The dynamic hairpins of FE and EE were most probably added by Chopin still in the copies, being base texts for these editions. Thus it is difficult to state whether it is EE with a pair of signs that is later or FE with  only. In the main text we generally adopt the indications of EE, as being the most complete; we modify only the range of the first  sign (in bar 26) on the basis of FE, considering the interpretation of the manuscript by the engraver to be probably inaccurate (cf. even shorter, compatible signs of FE and EE in bar 27).

The  hairpins must have been written in this form by Chopin in the base texts to FE and EE. The long accent in AI is certainly the original version of the dynamic indications – cf., e.g., bars 1-2.

The earlier version of AI enables to observe the changes in the dynamics and accentuation of this bar – Chopin moved the accent from the first to the 4th beat of the bar and added  in the 1st half of the bar. The sign of accent in A, written inaccurately, was undoubtedly erroneously reproduced in GE1, which was only partially corrected in GE2 (→GE3). The interpretation adopted in the main text is confirmed by the signs in FE and EE.
