It is difficult to say why the c3 minim is absent in IE. An oversight seems unlikely; therefore, it could have been a revision that omitted this note due to analogous bar 202 and the presence of only 4 slurs combining this chord with the next one. In the main text we include the note, clearly written in A, and add a cautionary 
to it.
