In GE there is no  restoring f on the 3rd beat of the bar. The patent mistake was committed already in FE1 (or perhaps even earlier, in [A]), which is supported by the fact that no space for this accidental was provided for in FE. As it is already in FE1 (→FE2EEW), it must have been added in the last stage of proofreading this edition.

Considering the energetic nature of the last phrase and staccato articulation marked over the bass note in the previous bar, we regard the absence of the staccato dot over the bass C note as an oversight by Chopin or the engraver of FE.
