Lack of the dot extending the minim is probably Chopin's oversight – cf. bars 5 and 34. Undoubtedly, a mistake of this kind happened to Chopin in bar 46.

In FE the dot extending was omitted, as a result of which the bar in the L.H. has only 11 semiquavers. It is either a simple oversight (cf. bar 26) or a result of a misunderstanding at the time of proofreading (the wrong dot was removed? – see the adjacent remark). The mistake was corrected both in GE and in EE.
