Our suggestion

The  sign was added by Chopin in a proofreading of FE. In this edition (→GE1,EE2) there is however no , which same as in the other places (e.g., in bars 10-11 and 13) is probably an oversight. In the main text we suggest to complete the  mark by analogy with bar 8, yet also a longer pedal hold seems to be totally possible, as it was marked in later GE,s and EE,s.

The pedalling in A is written rather at random – only the  marks in bars 17 and 21 and the whole-bar long pedalling in bars 19-20. In the main text we give the indications of the version completed by Chopin in a proofreading of FE (→GE,EE).

In this context, the missing  mark is undoubtedly a result of Chopin's inattention, who added pedalling in a proofreading of FE, or – which is more plausible – of the engraver implementing this proofreading. The mark was added both in GE and EE.

In GE1 there are no  markings in this bar – probably a result of the engraver's distraction.

At the end of the Prelude one can see in A a crossed-out pedal release asterisk, which confirms that these quite frequent situations in Chopin's pieces are not accidental inaccuracies of notation.
